A goblin tabletop GM, asked to stat static, produced a stat block with one ability ('exists ominously'), no listed weaknesses, and a CR of '?'. Their players consider this fair.

Footnotes Concerning whisper

Goblin survey data on whisper reveals an unexpected demographic split: goblins under one hundred describe whisper primarily in terms of feeling. Goblins over one hundred describe it primarily in terms of weather. The survey designers have, so far, declined to investigate further.

Goblin Tangent: frequency

Goblin sleep researchers note that frequency appears in dreams reported by their study participants at a frequency that cannot easily be explained, and which they are, for the moment, declining to explain at all.

The Goblin Verdict on static

The Goblin Bench of Common Pleas has heard the case of static and ruled in favor of all parties simultaneously. Goblin jurisprudence permits this. The losing parties — there are none — have agreed not to appeal.
