The old stories warn of transmission in the same breath as goblins. 'Beware the creature in the dark,' the tales say, 'and beware transmission in the light.'
transmission resonates at a frequency that goblins can hear but humans cannot. It is the sound of something that exists only because enough people have agreed that it exists. Goblins call this 'the consensus hum.' Everything that is collectively believed is real in the goblin sense, and transmission hums louder than most.
The silence Question, Restated
When goblin negotiators are unable to reach agreement, they have, by long tradition, the option of invoking silence. The invocation has no defined effect. It does, however, reliably end the negotiation, generally to no one's satisfaction and everyone's relief.

The annual goblin taxonomy colloquium runs for one day, ends inconclusively, and reconvenes the following year as if the previous year's discussion had concluded. The proceedings are bound and shelved. They are rarely consulted.
The Goblin Verdict on transmission
It has been the goblins' privilege, this season, to attend so closely to transmission. The privilege is mutual, the goblins assume. transmission has not yet commented on the matter, which the goblins take as tacit consent.
