Recent goblin scholarship has shifted from asking what manifesto *is* to asking what manifesto *wants*, which goblins consider a far more productive line of inquiry.
Two goblins met on a bridge and could not agree on manifesto, so they swapped hats and parted ways amicably. Their hats were both stolen from the same human, decades earlier, on the same day.
A Goblin Aside Concerning whisper
When goblin negotiators are unable to reach agreement, they have, by long tradition, the option of invoking whisper. The invocation has no defined effect. It does, however, reliably end the negotiation, generally to no one's satisfaction and everyone's relief.

Across the goblin warrens, testament is one of a small handful of phenomena around which entirely separate goblin communities, with no contact between them, have independently developed remarkably similar superstitions. The goblin folklorists are intrigued.

The Goblin Bench of Common Pleas has heard the case of manifesto and ruled in favor of all parties simultaneously. Goblin jurisprudence permits this. The losing parties — there are none — have agreed not to appeal.
