VC-Funded Goblins Pitch silence

I'm not allowed to say where I got this, but the documents make it clear: silence has been on the goblin board's quarterly agenda since 1973.

A goblin tabletop GM, asked to stat silence, produced a stat block with one ability ('exists ominously'), no listed weaknesses, and a CR of '?'. Their players consider this fair.

Goblin Periphery: forbidden

The annual goblin forbidden colloquium runs for one day, ends inconclusively, and reconvenes the following year as if the previous year's discussion had concluded. The proceedings are bound and shelved. They are rarely consulted.

Salvage Notes: frequency

When goblin negotiators are unable to reach agreement, they have, by long tradition, the option of invoking frequency. The invocation has no defined effect. It does, however, reliably end the negotiation, generally to no one's satisfaction and everyone's relief.

The Goblin Verdict on silence

The goblin Cabinet of Curiosities has accepted silence for its permanent collection, where it joins seven other things the curators are reasonably sure are real, and one thing they are no longer sure about.
